Because that gambling would be ingame gold and not actual money. It would also help the ingame economy, since ZOS seems to have abandoned the idea of using houses as a gold sink (especially now that houses can be crown gifted).
This Bosmer was tortured to death. There is nothing left to be done.

It would end up like a cheaply made, awful mobile phone game (like scrying) with an associated skill line (later purchasable from the crown store).

The fact the game be out lawed in certain areas of the EU will never allow this to happen... On top of these companies are trying avoid being called casinos with loot boxes... Making a casino put them on the spot light which no company wants right now.

《Dragon Quest》casino not like pay to win gambling.
it's exist twenty years ago in single player RPG, a real place in game world.

ESO already have many RNG item.
    "Master furniture plan", use voucher
"Cyrodiil set Item pack", use AP
    so...why not gold?

    example:
    IMPERIAL CASINO
1000 golds for 1 tokens to play poker machine.

    Tokens Store
    10 tokens for material pack...
100 tokens for cheap tattoo, style page, experience potion...
    200 tokens for pet.
    500 tokens for mount.

Wait, so are we buying the tokens to play games, or we buying tokens to trade for items? If we're buying tokens to trade for items, then just cut out the whole casino thing, and offer the items for exorbitant amounts of gold.

They could also allow players to buy more houses with gold instead of crowns. That would probably clean up a lot of gold as well.

The trader tax goes a long way to help with this. Along side new very expensive furniture items that come with each dlc and chapter to act as cash sinks

I thought the outfit system was the big gold sink in this game? 1000 gold to apply this style to this slot; 3000 gold to apply that style to that slot; etc. Hence the never-ending parade of new outfit style pages. ZOS should just increase the per-slot cost of applying certain styles-- the really super-duper, extra-special, mythically-legendary, uber-cool, colorfully-flashy, you're-not-anyone-in-this-game-if-you-don't-have-this, outfit styles.

    Just kidding!

Honestly that could be quite an interesting idea. Similar to Plex in Eve. Would allow taxation of some of the biggest player to player transactions and fix a major source of scamming caused by players doing it themselves through trade and gift.

Really not that much inflation in the game. The economy has ups and downs just like any good economy would. We have a healthy in game economy. If you want to gamble in the game just propose gambling in game. No need to link it to trying to fix something that isn't broken.
and then the parrot said, "must be the water mines green too."

There's no place in the world, Tamriel or the real one, that are in need of more casinos.

Gambling is at "best" just a way to trick less gifted people to lose money, and at worst an illness destroying lives.

There is a gambling camp in Reapers March, so they could make it lore friendly easily. The biggest drawbacks here are EU regulations and such, could mean more complications that worth the whole thing.

Yet they still haven't bothered with letting us hide physical guild tabards, so I'll continue to wear the same costumes that I've worn for years. XD
