Honestly they should have a mix of high level and low level, because if someone decides to start dabbling in provisioning later on in the game, they will be SOL if they remove all low level ingredients.I haven't seen this on known issues, I know its not the end of the world since you can buy the materials but this is either a bug or its intended, I haven't seen a comment either way. I raised a ticket (as im told many have done) with no response.
Is this something that is going to be resolved or should I expect to spend gold instead. (I wont have an issue really until Vet5 when the next set of food is far better than the level 45 stuff im using at the moment. Its a real shame as I enjoy looting crates but the stuff is useless (and with not getting the zones low level recipes its totally useless).

Try enchanting, it is exactly what happens there. One of the 3 runes being level specific, you have to grind (or buy) that one if you fall behind

some ingredients are only aviable by vendors! like Vet5 stuff.
A decent vendor is Gulza in Coldharbour 65,56 and she got a cooking fie right near by.
