Cause Mehrunes has been in the game since launch and other than City of Ash he's not really mentioned till now that is why. People since launch have been talking about when do we get more Dagon.

They have shown a clear proclivity towards using nostalgia to sell expansions, so there's no reason to think they wouldn't do so with any upcoming content. They could have created new and interesting heroes for Elsweyr and Skyrim, but rather chose to inexplicably resurrect sacrifices from the original main story to appeal to players' sense of familiarity, and perhaps the efficiency of using preexisting assets.
Unfortunately, logic and lore are matters of convenience rather than matters of canon in the ESO world. Best to just suspend disbelief and try to imagine each encounter as it's own isolated incident, rather than trying to make sense of it all.
