Where does it say that? We don't know anything about the chapter's plot safe for Dagon's involvement.The chapter with Merenus Dagon already says that this Daedric prince will be beaten again in an attempt to push himself into the mortal world.

I'd say that it wasn't Markarth where ZOS failed, but Greymoor.
Markarth had a ton of bugs and, like, completed breaking the game, but at least it's main questline worked and it was good in the creative department, and in the Greymoor they had bugs in major quests, including the main one, and a generally big drop in quality.
Problem is not that they broke something, problem is that they are not fixing it. It's like they either lost or replaced a lot of devs or the maintenance mode is finally on. Because as a dev I'm not buying that "boo-hoo scary covid remote work" reasoning.
