I think it’s a matter of the quest needing to be in the zone your in at the time. If you happen to be in a delve they are technically a different zone.
Essentially, I don’t think it’ll change to a different map.

If the quest is already in the zone I'm in, I can usually see it's marker just by looking at the map. But when I am in one zone, not in a delve or any other indoor place, "show on map" shouldn't show me a caravan in a completely different zone, but it often does.

This behavior actually took me through just about every Daggerfall Convenant zone back in my early days of playing ESO, and all I wanted to do was turn in my crafting writs. It was kind of awesome as far as getting me off of Vvardenfell and blowing my mind with how big the game world is and how different the zones can be from each other. But it was also frustrating.
Tonight after I completed Tempest Island and happened to use the "show on map" feature on my Undaunted pledge, it showed the destination as Elden Root in Grahtwood, even though my main belongs to the Daggerfall Covenant and I was expecting it to show me Wayrest in Stormhaven. So it seems like it might have something to do with the zone you're in, since I happened to be in Malabal Tor in the Aldmeri Dominion, and it was showing my destination as Grahtwood in the Aldmeri Dominion.

So it seems it does work as OP is suggesting they want it to work. There might be some quests that do not do this well for one reason or another but it does seem rank and file quests handle it.

No, it doesn't. The "show on map" feature should show where the quest takes place on the map, regardless of where you are when you choose the feature.

It's even so bad that when you are in a city in the zone of a quest you won't see the quest marker until you either port out of the city in zone, or just walk out of it. For example if you are in Solitude you can't see where the quests in Western Skyrim overland are. I guess Solitude is it's own zone. It's super annoying imo.

You are correct. I am in Bangkorai with an active quest for Skywatch in Auridon. I selected the "Show Me" and it brought up the Skywatch map. I right-clicked and it showed me Auridon.

That's been my experience too. If I access the map from the quest journal then it will show the quest marker in the right place in the zone it's in, and if a delve or city etc then one click switches it to the zone map if required
