Enchanting an item gives lower stat than the enchant says - Why?

For example, I had an armor enchantment in my bags with +17 Magicka.
It was for items 10-20. I had shoulders with level 14 that had +7 Magicka.
When I use enchantment on shoulders the Window shows me the item will go from +7 Magicka to +6 Magicka.
What? >.< Why? Shouldn't it be +17 Magicka?
I'm confused and don't understand.

Apparently Shoulders, Gloves, Boots, and Belts only get about 40% of the enchantment - probably to limit stacking since all armor glphys seems to be +Stat.0 -
I think it scales up based on the quality of the item. For example, a glyph will have better stats on a blue item, than on a white item.0 -

So must be the issue Rajani Isa mentioned.
Meaning...we can only Enchant legs and chest for what the enchantment says?
That seems kind of dumb, I must have missed some explanation in a tutorial some place on that.>.<_____/

The number on an armor enchantment is based on if it was added to a white leg or chest piece. Adding it to a shoulders, belt, gloves or boots gives 40% of the listed value.For example, I had an armor enchantment in my bags with +17 Magicka.
(They need to add a tool tip to warn you about this)
17 x 0.4 = 6.8 round up = 7
But if you improve the item (change from white to green to blue etc) you will get more then the listed value.
+17 on white legs = +18 on green legs etc etc etc
