Constant crashes, lag, suggestions?

I've reinstalled the game three times now. Disabled addons, turned graphic settings down, adjusted windows for performance instead of visuals, closed all other programs, even reinstalled flash player as one person suggested and defragged.
My game continues to crash several times per night. I then usually get stuck at a loading screen once, sometimes twice, sometimes three times.
I have about a 1-2 second delay when I cast spells, this is when it's working as it normally does, other times I receive lag spikes that last until the game stops responding sometimes, but usually 5-10 seconds.
This is very frustrating and makes healing almost impossible, it also makes it difficult to even play the game let alone enjoy it.
Any ideas on what I could try next to fix this? WoW, GW2, Rift and all other games I play run fine with most settings maxed out, this one runs smooth when I'm playing, but suffers from what i mentioned above.
3.2ghz AMD, 1gb GTX 560ti, 16gb ram, Windows 8.

The only thing you didn't mention having tried is to re-install windows. Depending on how long you have had it up and running, it may have become corrupted beyond repair. I know it's drastic but it sounds like you have tried everything else.
I have just done a reinstall after buying a new hard drive. It fixed the graphical problems I was having.
Mind you its probably worth following the steps that ESO CS will suggest when you report a technical issue, check CPU, GPU temps, memory test etc.
