In the quest "The Army of Meridia" Cadwell refers to the vortex as 'the penultimate'. The context that he is implying is that it is the absolute upper echelon of vortexes. However, the word penultimate is often misused, especially in this fashion, it means more or less, 'second worst'.

Maybe it's just me but i found this amusing, also reported as a bug :P

.... He's crazy... Don't take anything he says as gospel ;)
The statement "if you put enough monkeys behind enough typewriters... sooner or later one will produce the works of Shakespeare" has sadly been proven utterly wrong by the internet...

"You keep using that word. I do not think it means what you think it means."

    Cadwell, ladies and gentlemen!

People misuse this term IRL all the time. Thus, having an NPC (who has incidentally been acknowledged to be a few fries short of a Happy Meal) misuse it is pretty realistic.

This too. But I think people are forgetting that Caldwell is *crazy*. Heck, when you first meet him, he's singing a song about dead men fighting and stabbing each other with their bows, and how "it's a lovely day" in Coldharbor. Compared to this, misusing a word like "penultimate" is nothing.

Penultimate has NO connotation as to how good or bad something is, just its ordered position relative to the last of something.

the penultimate vortex would just be the vortex one removed from the very last one IF known.

It could also mean the point of known knowledge beyond witch is the unknown or undetermined.

Therefor there is nothing wrong really with the context of use IMO

I wouldn't be concerned about Cadwell misusing a word. It is Cadwell and his world is more than slightly skewed.

The guardians in the World Tree/Wyress quest speaking German when I'm in North America and my game is set to English is what I'm concerned about.
