A term my friends and I use mainly in Dota when someone can't decide who to attack and ends up going back and forth twirling around like a bird and getting nothing done.

Zenimax is effectively "twirly birding" with fixing content. They need to focus on one area at a time because currently trying to fix a little of everything isn't working. Pick bots/gold spammers or bugged quest or something and get it to a good point of "fixed" and then move on to the next problem.

I think they are working on things that really hurt players the most. In the short run bots does not really hurt anyone; however, quests not working do. They grind you to a halt and you are stuck. Of course they have different developers working on different things. More people on one problem is not always the best.

Indeed... it's a matter of priorities... I personaly would prefer them to fix broken quests first and then look into the bot problem people keep going on about

Effective prioritisation in bug/exploit/code repair is a fluid thing. It cannot remain static as you might suggest as new things can and do pop up that have a higher priority status which will necessitate a shifting in focuses by one or more teams dependant on the severity and complexity of the issue.

You will not find that the entire team (overall) is working on the same problem (in normal circumstances) but rather that responsibility for different things will be apportioned out to different team members/sub-teams. Moreover given the inherent complexities of so many different systems you will also find that some problems will only be addressed by specific team members with the appropriate skill sets i.e. you do not necessarily expect to have a network specialist working on an AI issue.
