On PC NA (before this morning's PC patch) the method was pretty reliable.
1. World Boss spawns, but she's untargetable at first. Comes with a few adds.
2. Kill the initial adds until WB becomes targetable.
3. One player taunts the WB and kites her down the hill. This is where a lot of other players tend to start attacking her and potentially preventing her from following the kiter. If she stays and fights, you won't get credit.
4. If the kiter succeeds in getting her to follow far enough away from her spawn location, she 'despawns' *poof*
5. The WB then starts over as if at step 1. She's untargetable and comes with a few adds.
6. This time though, it magically works. Kill the adds, then kill the WB.

I know it doesn't work any more on PC, but hopefully still works on console.
