I say the gold rush is over here had some pieces out for around 17-18K gold for a day and they don't sell.When simple overland armor pieces are going for 1-2.5m, you know something is wrong.

They absolutely do not. I have farmed chests and WBs in Hew's Bane for hours each day since the patch dropped and I can say with extreme certainty that Heavy/Light Syvarra's Scales and Heavy/Medium Bahraha's Curse do not drop from them.
2500+ chests and I ONLY received Medium Syvarra and Light Bahraha. 200+ WB kills and the same thing.
The only way to get the off weights for these sets are perfect heists.

Personally, I think it's a bug, as there's no logical reason for a specific armor weight to be locked behind a certain quest. @ZOS_GinaBruno , can you confirm that this is working as intended, or is it actually a years long bug?

These are the pathetic EXCUSES I get from white-knights every time I rant about the ridiculously low drop specific set items have and why I believe the rng system is scripted not to drop them, to make you spend a lot of time farming.

Just buy them lol. God rolls on highly sought after items aren't supposed to be common. If you spent two hours farming resources off the ground instead of hours on praying for a god roll on a specific item you could just buy it lol. Your odds of getting a specific trait on a specific item from an overland set is less than 1/500. You can make 50-100k an hour running around picking up guaranteed money off the ground in Craglorn. Work smarter not harder
