Healing modifiers allow you to bypass the limit on the ring as well.
On my templar with just minor mending up and no healing in cp, i was getting 3k healing ticks.
The only thing that made me afraid about this ring is PvE.
That would made healer even less needed for 90% of content.
My friend who is in a GS run have run it on the yolna + Navhin with blood frenzy it's was totally OP allowiung him to parse more than 110k on the boss and never needed any heal
As an ex-healer I'm really worried about it.
Except about this, yeah, it's a great item for people like me who love solo vet content, that would made some run easier for sur and it's a good thing if it don't broke pvp.

I've used it in a couple of duels and it let me survive someone's magSorc 5 pet build (Including monster set) but I have not tested it any further. I imagine It'll make sieging a fort a pain in the rear due to the fact your friendly healers can't heal you after you get hit with oils and coldfire.
