Website/Forum problem: website scrolls up and I can't fill in forms/write something (chrome browser)

The header pretty much says it. I was trying to buy crowns and I simply can't because the website keeps scrolling up. I do not have that issue on any other website. It starts with a blinking/flickering header and then it forcibly scrolls down. Once it reaches the top, everything is fine - but I can't fill out any forms that way. I can write in this forum (obviously) on my smartphone with no problems but as soon as I try to use my browser on the PC, it all starts again.
Is there anything I can do about this?

    additional info: I have no such problem with a different browser. Everything works fine with firefox.
