OK HOW I REACH MY GUILDIES? I cannot be online 7/24 everyday. How I can make an event so I prepare a video or screenshot or ANYTHING?
How do you normally get your guild members together for an event or activity? Why can't you use the same method here?

But from my experience when it comes to guild wide communication it starts the moment you recruit a new person. If people aren't invested or don't know the streams of communication, they will get bored and move on.

What I have
- A guild - GM has an idea of entering contest with BOSMERs and ARGONIANS doing their natural things .A.k.a BBQ party
- good guild hall with kitchen.
- No ADDONS
- NO DISCORD NO THIRD PARTY ITEMS NO TWITTER
- ONLY VANILLA GUILD MANAGEMENT TOOLS WHICH SHOULD BE OK FOR AAAAAA+++++ BEST MMO GAME EVER

Sure, we can debate on if ESO should have better tools to manage guilds. Sure. But that doesn't solve OP's issue today. His issue is how can he contact his guildies? Many people have already laid out all of the options available to everyone who plays on PC. Whether or not he chooses to utilize any of said options is entirely up to him.
Whether third party addons should be an option is an entirely different debate. He has access to Discord and addons, they are all free to download and install. If he is against Discord and addons because of personal pride, then that is him restricting his own options on purpose, which is not anyone else's problem.

Gave me a good chuckle.
The vanilla guild management tools are a decrepit dumpster fire and the mailing system is worse than early email before 1990. Imagine a AAA game in 2020 where you can't receive mail without zoning/relogging, and they've known about this bug for over 5 years.

That the case in any game I've played.
Before discord we used guild forum and Teamspeak.
Then mumble and forum.
Then Raid some with the base of discord.
Then, finally, discord was release and made the life of every guild easier.
I really don't see how game can release something like this with how much they have to do already with the short deadline they got. 100% it will be buggy and we'll still use discord and such.
