What to do if you run out of quests

I am level 13. There are only quests for level 15 left and despite trying those I get killed all the time.

Problem is that due to there being this great 'megaserver' people are not spread out across servers, everybody in the whole world is doing the same quests and most of the time you hardly get a hit in edgewise.

I have been running around aimlessly all over the place and fighting whatever I came across but there seems to be no xp in that.

Any thoughts on this?

    Honestly confused as to how you got into this situation, I have the other problem where I completely over level as there are too many quests!

    Have you looked everywhere, any where on your map which has a black symbol on there is a set of quests you can do. You will also find small bonus quests in these areas.

    I found a quest standing in the water under a waterfall! No real reason for being there was just taking a look!

    I must admit that i had no trouble whatsoever with quests. I mixed it up a little with exploration and questing. First i got on tour around the map to explore and get some Waypoints and some crafting materials as well. After that i started doing quests. When i got to a point where quests were too high for me to complete, i simply went to do some dungeons in order to gain a level or 2.
    I must add though i have gotten every quest and exploration achievement so far and also opened every hidden chest.
    Running with that strategy got me to level 30 easily, took some time, but i got there :D

    Quests are everywhere. It's simply impossible to run out at your level. If you can't beat quests that you find, look elsewhere, grind mobs for levels, get better gear or all of the above.

    Really this game is beyond easy at your level. Mobs almost fall over for you just looking at them.

    Did you go to the starter island & do those quests?

    I am wondering the same.

    I did the starter island first, then all the quests in Auridon while exploring (and gathering) every little corner of the map. Opening chests, killing every mob that you pass and just discovering new areas give added xp, besides what you get from handing in quests. I finished out Auridon right when I hit lvl 18 and only thing I am missing is Banished Cells since I had trouble finding a group at that time. So lvl wise the mobs have more or less had the same lvl as me all the way through or 1-2 lvls below.
    So did you remember to check your map for any black icons? Since they mean that you missed something there.

    @gimarwb17_ESO The only problem I had was "not enough" quests when trying to get the "all quests completed" achievement for that zone.
    My solution is to find every skyshard in the zone, Then find every lorebook in the zone. Doing this I stumbled across my missing questline.

    I've run into this issue while below lvl 20, where all of the quests were above my level (even though I had uncovered all of the map.) I couldn't complete some of them solo, so I'd wait until there were other players around to help me out with the mobs. Others, even tho they were yellow/orange/red, I found I could complete. I didn't have that problem so much after level 25 or so. You might try just moving on to the next area, also, and then coming back to those quests later.
    This is all part of the game.

    It's weird how this happens. My main has been fighting unarmed since day one, and I some how manage to reach level 33 at the end of Rivenspire. There are several things you can do to get a little more exp.

    Anchors and Group dungeons are repeatable and give you plenty of exp. Try hunting down world bosses with other groups; spend some time in PVP; hunt down mobs for resources; look for Skyshards and Lorebooks...

    Though, like george said, mobs are pretty easy to knock out near your level. Even when unarmed. Your second area should have more stuff for you to do so you can quickly catch up in levels.

    From day one I haven't been able to understand how people are getting into this situation. All the way to VR1 and honestly even progression through the VR levels I have been over level. By the time I reached Bangkorai I was already high enough to start Coldharbour. I also never did any dungeons.

    My only thought is that I used a bow for most of that and killed just about every mob that came in my path. I also 100% cleared every zone before moving on (except when bugs prevented me from doing so).

    I'm sure you're missing something.

    GO EXPLORING, there are quests at damn near every Point of Interest on the map. Just run to them. You probably skipped the WHOLE starter island were behind on quests and so the quests out level you. Don't do things wrong and then complain about it. Go to the next area. problem solved

    This can happen if you skipped the starter island stuff.

    If not, you could always make like a bot and farm some dungeon bosses. Or make like a VR 10 and find a place to aoe farm some mobs.

    I'm level 31 and i do quest for level 35-38, when i was level 13 i did quests for lvl 15-18 no prob. Heavy armor , etc ... and not going in more than 3 enemies ..

    I'm out-leveled for every single zone I'm in by 3+ levels. I did the starter areas (as I always do & will) and was roughly 8 or 9 by the time I hit the city zone. Then 17+ by the time I left that zone to the next. Etc....This is with zero grinding.
