I got stuck for ages because I didn't realise I'd already scryed but excavated yet (as mentioned above).
In Western Skyrim the white outline of the antiquity site was over the snow-covered portion and was difficult to see. I only noticed due to the antiquity symbol on my compass.

You know about the tool in your collections, right? It shows the direction of the site once you're in the correct area.

Yeah I know about that, I'm talking about finding the location to use the eye in on the map after initially finishing the scry. This (at least on console) is a translucent-white area with a light border. When this area happens to be in a white (snowy) part of the map, I have personally struggled to spot it (so I will align myself with the antiquity sign on the compass so I'm aiming directly at it when referring to the map).
Due to this, I have previously not realised that I had already scryed but not excavated, leading to a similar situation to that of OP's.

If you have multiple leads in the same zone you can save some time scrying them first, then excavating them using an efficient route.
