Restarted the quest. The NPC seems to be targetable now.0 -

tldr: Isn't this quest tied to an achievement? i'm not 100% sure (not in game at moment) but i've been waiting for this bug to be fixed so i can continue to progress, finish the achievement and buy the decoration that i wanted that is locked behind this.
