This should have been fixed by now. There is no excuse. Just replace the NPC with a new one or something.

Restarted the quest. The NPC seems to be targetable now.

I didn't need to restart it, it just worked from the point where it was stuck.

tldr: Isn't this quest tied to an achievement? i'm not 100% sure (not in game at moment) but i've been waiting for this bug to be fixed so i can continue to progress, finish the achievement and buy the decoration that i wanted that is locked behind this.

fixed? ah okay! I had to go back thru and read this forum again. The pages were out of order for some reason first skim thru.
