not getting event tickets

Hi all,
I have been doing skyrim daily quests, 1 wb, 1 hs, 1 delve and handed in but I didnt get event tickets. I started with 9/12 but cant get the last 3 for the last berry I need. I have tried restarting game and that didnt work. Am I missing something or not doing the right quests?
