To kill Dragons in a sane amount of time, you need ~6 ppl.
Emp means nothing. You get that for pure grinding AP.
Sunspire Saint is only veteran Sunspire clear, not much either.
@idk older zones are low pop - yes. Thats part of the problem. But somehow I dont see any suggestion how to compensate that. Do Harrowstorm Dailies in a year on an empty map... that will be fun!

I'm up for scaling.
Scaling in the sense damaged received is reduced in 'PVE' and 'PVE' only for new players and only for a limited time then the training wheels come off and you leave the nest!

World bosses are supposed to be a challenge and none are impossible to do. They are world bosses. Form a group and go at it. That is what is intended.

This is the exact reason why "form a group" isn't the answer to this problem though. How do you form a group when a large portion of the player population has completed that content and is not interested in running the map to nuke dragons?
