issue with claiming wrong item from level up

I had an issue on Character Lady Lovett Mincepie when she reached level 39. I was having an issue with severe input lag and accidentally clicked to claim the Crown Riding Capacity skill book but the toon is already at max riding capacity can i get this switched to either Riding Stamina or Riding Speed please.

Are the riding lessons unlocked at lvl 39? I have 2 characters maxed and one on its way in the high teens/low 20s. I was thinking they'd unlock between lvl 10-15 with Cyrodiil access. Oh well, when you've trained and leveled as many characters as I have, a free lesson does mean much. Good luck with your ticket.
