Yes, make a PvE instance of Cyrodiil. Remove all the skyshards, delves and equipment drops / vendors from it though.
Why? Because to get them you have to have the risk associated with them. I've gone behind the gates to get skyshards and books and its nerve wracking to do so, but thats part of the joy of Cyrodiil. Why should someone be able to go behind the gates with no risk?
And you think only PvErs would do so? No of course not, PvPers would as well.
Want Deadly Daggers and are AD? Need to take Bruma well up in enemy territory. Nope, just hop onto the PvE instance and fill your boots with all the sets you want.
A PvE version of Cyrodiil can not work unless you strip all the rewards of being in Cyrodiil out of it. And then what are you left with? A few PvE quests with reward boxes that give absolutely nothing.
Cyrodiil is Cyrodiil.
It is a zone designed for PvP. Like it or hate it that is whatbit is. I did all the dolmens, delves and skyshards while I was a PvEr. Now I PvP as well.
Am I a PvEer? No. Am I a PvPer? Again no. I, like many, enjoy both aspects to this game, do I see one as superior to the other? No.
I get that people don't like PvP, and have no issues with that. But don't try changing the game just because you don't like it. Instead accept the game for what it is, learn to embrace it. And yes understand that in Cyrodiil you will die, a lot.
But there are not as many gankers as some would have you believe, you will always get some in events but most of the time you won't find people waiting at a delve or town just in case a PvEr turns up, why would they want to spend their time camping a spot just in case someone turns up that they can kill?
People need to start thinking and learn to read the map. If the town you want is on the front line then there will be PvP players there. If its far behind the lines (either friendly or unfriendly) there is far less chance of there being any other players there. Same goes for delves, dolmens, fishing and ultimately eidetic memory books. All can be got without a lot of trouble if you learn to read the map.
Also, forgive me if I miss something, but if the topic is still relevant and nothing has changed ever since the first creation of the post, then what's exactly the difference between resurrecting a discussion and creating a new one?

Its September, not April. You started out talking about the points raised by old posts. Most of those posters probably aren't going to look back at this old thread to respond to you. Start a new thread and then you aren't picking up the threads of conversations from five months ago.
Its also a whole different event - though both the Anniversary Event and Imperial City include PVE-only options for event tickets. So there's some information that's now outdated in the earlier parts of the thread.
That's two good reasons to start a new thread on quester safety if you think its such an issue, instead of performing thread necromancy. If its still relevant, you'll get good conversation still, but with current info and engaged players.

Have the points changed by any chance? Don't think so. Besides, people can just start discussing again beginning with the new point from the necromancer. Which is about the same complain that people have been complaining all this time.
