I don 't see why they can't make it retroactive. I remember when Blizzard introduced achievement system that pretty much searched your completion status and spammed achievement completion. So zenimax want to say they can 't do that and a lot of people won't be able get those achievements ever? Can't ?? Of course they can, your character is more or less a database of information, it would not be hard at all, just time consuming. Hell, for an achievement, it 'should' only be a matter of changing a '0' to a '1' in a column. I think the word you are looking for is "won't"
I wrote to customer support regarding this issue and they asked me to provide them with the name of the quests awarding the Skald-King achievements, the name of both achievements and my in-game name.
I'll assume they will investigate the issue and grand the achievements remotely when they fix the trigger. I'll reply to this thread again whenever I have news from them.

They could run some sort of a security check by seeing whether accounts have all the Eastmarch quest completedm since the achievement 'trigger' for that does work.
