Imperial City event loot limit

Only 12 top dps get the loot in Imperial City which makes it very demotivating to run guild events during events. I am not asking to change the system so everyone can get all the loot, but I am asking that would it be possible for everyone to get the possibility of getting event loot like legion zero boxes/styles?
This would encourage running events in Imperial City without making it favorable for zergs 24/7. Would also encourage tanks/healers to participate in IC boss fights.

SDKTJ✭✭✭@Edenprime I can not confirm this, but I was running Simulacrum in a group of 30+ on my level 44 character, I got 17 drops out of 19 kills which leads me to believe it is randomised. Unless I was somehow pulling more DPS than all the people with maxed out builds and gear.0 -
