Concussion & Lightning staff ~ Help appreciated

Hiho ~ I've been surfing the web for information but considering various different updates and patches I need some clarification. What exactly does concussion do?

1) Some sites/threads say it applies Minor Maim, does it?
2) Do light/heavy attacks apply concussion?
3) If 2) is a no, does Shock enchantment on a weapon apply it?
4) Does the HA explosion apply it to the target, or to everyone that was hit?
5) Does Asylum weapon proc it *nearly* instantly or you got to spam 2 LAs in a row?

...

6) Anyone who ran and played around concussion, got any information on whether Nirnhorned, Charged or Infused are the best choices?

    to make some things clear about concussion:
    first of concussion doesnt apply minor maim. but heavenly connected with concussion is minor vulnerability.
    concussion is actually caused by pretty much every lightning damage out there, additionally lightning blockade sets concussed enemies offbalance.
    towards your questions about what can proc it: as said, pretty much any lightning damage can, only lightning staff light and heavy attacks cant. but the splash damage is able to proc it. enchants are pretty much the best source to proc it, since they have the best percentage chance for doing so.
    the AS staff procs it instantly on every second cast (the perfect staff only).
    for weapon traits, a charged staff naturally is the best the cause concussion, thats why it was pretty much BiS for the lightning staff on healers. you already have an increased chance from destro staves tough. infused would also be an option, since enchants have a really high chance to proc it too, so the reduced cool down is pretty nice too. nirnhoned only buffs your base spell damage tough and doesnt effect the status effect much. the trait choice is highly dependent on what you want to do. DD's normally go for infused traits for single target damage and nirnhoned for aoe. charged was a good choice for healers.
    another source for minor vulnerability (if you are interested in that) is infallible aethers 5th piece boni, which applies that debuff on heavy attacks.

    This is from the 2.1 patch notes so it may well be different now:

    Standardized the chance an ability has to apply a secondary effect, such as burning, chilled, or concussed. These chances are:
    Weapon enchants 20%
    Standard ability 10%
    Area of effect abilities 5%
    Damage over time abilities 3%
    Area of effect damage over time abilities 1%

    With a gold charged staff with a lightning enchant you get a little over 80% chance to apply concussion on each enchant proc. With any other trait it's 40% with the destro passive. Unless they have a damage shield in which case it 0% because you cannot cause status effects against damage shields.

    Stuff has changed quite a bit overtime. I’ll sum up Concussion for you in it’s current state.

    Concussion has a chance to proc on Shock Damage dealt. The exception is that Staff Light/Heavy attacks will never proc it, though the splash damage from shock heavy attacks can.

    The percentage chance varies based on the source. Here’s what ZOS provided:
    • Weapon enchants = 20%
    • Standard ability = 10%
    • Area of effect abilities = 5%
    • Damage over time abilities = 3%
    • Area of Effect damage over time abilities = 1%
    Each tick of damage can be catagorized this way.

    Alternatively, an Asylum Destruction Staff will apply Concussion (along with Burning and Chilled) at a 100% proc chance when it activates. This is why one player (the Sorc) always uses an Asylum Destruction Staff in raids.


    Now that we know how to apply Concussed, you might ask what it does..... well it does two things:
    1. Applies “Minor Vulnerability” to the target, causing them to take 8% increased Damage from all sources. This has a 4 second duration, and is refreshed every time Concussed is refreshed.
    2. If a Wall of Shock (either morph) ticks on a Concussed target, they will be set “Off Balance”. Targets remain in this state for 5 seconds, and will return double resources to you when Heavy Attacked. They also take 10% increased damage if you have unlocked the “Exploiter” CP Passive. Off Balance has a 15-20 second cooldown on bosses enemies. Against trash mobs there is no cooldown, but it won’t refresh until the duration run out first.

    That’s pretty much it :smile:

    so to clarify am I better off putting a shock enchant on my lightning staff or increase spell dmg enchant?

    shock enchant is what everyone told me when I asked this same question a few weeks back.

    How do you get 80% ??

    You got 20% of your enchant. Where is the other 60% coming from ?
