Not being in WW form and NPCs bug?

I make sure not to transform near the eyes of guards and town NPCs. But I'll transform out in the world, no issues, transform back to human and then 5 minutes later ride through a town and get all kinds of fines and guards and NPCs yell "Werewolf!" and attack me.
I'm not even transformed. I'll pay off my bounties and clear my name but NPCs still run in fear screaming "Werewolf!"
I can't be the only one experiencing this issue. I understand with Vampires, NPCs won't talk to them at stage 4. But they don't have guards chasing them down the very second they walk into a town regardless of being stage 1-4.

✭✭✭It's a known bug and you're not the only one with it. It is a nice way to hear a lot of what the npcs shout when spotting a werewolf though and those are funny at least.0 -

Well that's good. I just don't see anyone posting about it in general or in the bugs. Or maybe they were old reports that just fell by the wayside. Idk
All I know is I plan to stay a WW indefinitely because the DPS is so good on them after the patch.0 -
