I thought that was normalI just can't watch someone running through snow and ice with short pants and a thin shirt only.
I do the same. In some games I have outfits/costumes specifically for cold areas because watching my characters run around in short sleeves in snow makes me feel cold. In ESO I haven't got anything especially for that purpose, but I tend to use something like the warden costume.

Especially my main char has several different clothes (be it outfits, disguises or costumes): A lighter formal outfit if he stays in towns for a longer time, a sturdier one for travelling, one for really hot climates and one for cold, icy climates. And a few others for different occasions.
What always bothers me: If he has to travel between different climates very often for some daily quests... I'm always torn between taking the time to dress him in his winter clothes even if he's only in the cold for like 10 minutes, or watching him freeze
I'm the same. It's actually something I started in Morrowind - I'd carry around a set of regular clothes to swap to in towns because my character just looked so out of place in their armour. (And I think I only started that in Morrowind because it was one of the first games I played where you could both see your character in that much detail and customise their clothing. In older games you either couldn't tell or didn't have any choice, or both.)
I change their hair too, like putting long hair into a pony tail if they're going into a cave or delve where I think it would catch on things or get in the way.
