Is Scatter Shot breaking stealth?

I started using bow again and now I notice that the second I use Scatter Shot the NPC unsheathes and runs right at me, even when I am stealthed and flanking them.
edit: And this is all before the arrow even reaches them!

✭✭I think all attacks are supposed to break stealth, and fixes to that are part of why ZOS has been changing "while stealthed or invisible" effects to "while flanking" effects.0 -

The thing is very weird to see. It's like the NPC knew where I was before I even attacked and was waiting the second I pushed a key to run at me even before the arrow makes it to them.1
