Mortuum✭✭✭✭It is coming as first official expansion, so you just have to wait a bit. As mentioned above, DB, TG and crime system. Using google before starting silly posts doesnt hurt, trust me.1 -

I wouldn't do that. If they come in an expansion, then you may have to be level capped to start the quest lines.

Doing a quick search, the most concrete thing I found in non-video format in the first page was the wiki just saying it will be added after launch. SgtPepperUK✭✭✭It'll be interesting to see how they implement DB as I'm sure I'm not alone in being someone who wouldn't play DB quests, I did in Oblivion and eventually hated the DB, in Skyrim I took the option to oppose them. Essentially it'd be a whole block of content that I doubt I would ever touch.
I could get behind the Morag Tong, they're more honourable (plus one of the best npcs in the Pact is one of them too); I would like to see them as a playable faction, though technically they'd be largely limited to Morrowind so not sure how that could work as the idea of pursuing targets who've fled from there could only go so far.0 -

Secondly, in the original post OP was just voicing a genuine concern that game is not as fun without TG and DB.
