Question on crafting set item effect scaling

I have heard that the crafted set items scale with the level of item crafted and the quality.
Is this true for all crafted set?
I have crafted seducer armor (vet rank 10) which reduced magika cost by 3% on level 1 gear.
When i upgraded its quality to legendary, its still showing 3%.
Is this bugged? or intended?

Pintobean✭✭✭I did notice that the ashen fire set would start at 0 damage at level 1 and went to 4 damage at level 18. I had not increased quality on any though so cannot comment on how quality is affected0
