Veteran Level Exotic Armors Are Not Equippable!

I hope everyone has had a wonderful Easter and if you don't celebrate the holiday, I wish you the best anyway!
I've purchased every type of Exotic Armor bag while in the zone Shadowfen as a Veteran Rank 3 character.
Anything opened from the mystery armor bags are unusable. Whether they're your Veteran Rank or lower, neither matter.
The story is that I want to switch from Heavy Armor to Medium Armor to raise the damage per second my character is capable of. I purchased ~ 10 Exotic Medium Armor Bags from a veteran ranked vendor in Stormhold which is in the zone Shadowfen. Every item was colored in red text within my inventory; however, the tool tips shown while hovering the mouse over each item are displayed in white (The name, armor, VR requirement, and all are white in the box). When attempting to equip the items, the message "You are not a sufficient level to equip this item" appears on the top right of my screen.
I restarted my client to no avail and placed the items in my bank. To understand the issue more, I purchased 1 of every bag (Veteran Rank 1, 2, and 3 Light Armor / Medium Armor / Heavy armor) of which none are usable.
I /bug'd the issue and got into a back and forth with customer support via e-mail. Since ESO support e-mails automatically fail if sent screen shots whether embedded or added as an attachment. I came here! I stopped getting responses after sending a tinypic url in the e-mail to get around the automatic fail e-mail.

Sending a screen shot as an attachment causes the e-mail to fail. So does trying to place the image directly into the e-mail. I uploaded the image to tinypic so here it is.

The screenshot is taken immediately after trying to equip one of the Exotic Bag items.
The equippable Brigandine items are also Veteran 1-3 but are usable because I found them while questing.
Everything in red is a product of an Exotic Bag or is a Veteran 4 or 5 bag I bought just to further test things on my own end.

Putting them in my bank and logging out did not solve the issue.
I can equip other Veteran Rank 3 medium armor items, but anything bought from the Exotic Bag from Stormhaven in the zone Shadowfen is not usable.
I've purchased every variety of Exotic Bags just to be sure.
Veteran Rank 1-3 light armor, medium armor, and heavy armor Exotic Bags from Stormhaven in the zone Shadowfen are bugged. None of them are usable. The item itself is red, but the tool tip shows a white number for the level requirement.
I'm sure that this is a bug in the game.

I do apologize for this issue you are having, as a gamer myself I understand how frustrating this can be. Did you make sure the armor and the level match ? If so, place the items into bank and log out. Then reload the game, and try to apply the armor again. If the issue still remains please let us know

b101uk✭✭✭A couple of times over the last week, I have had ALL the items of armour and weapons in my inventory all show up in red, even though they are equal or below my current level, this has even been the case with items I have made and have already used.
However, even though that have all shown up in red I have had no problem equipping them as they are equal to or below my current level.
So a slightly different manifestation, but I can confirm sometimes inventory armour and weapons will sometime be erroneously highlighted in red as if they are to high a level for you character when they are NOT.
