I find that my game will start to bug out once it gets near the 2 million K memory consumption. Is there any programs or methods of limiting eso.exe process to less?

    You could lower the priority through task manager, though that amount of ram is ok and shouldn't give you problems, in fact, lowering the ram may bug your game even more.
    Do you mind? I'm busy doing the fishstick, it's a very delicate state of mind.

    I've got 16GB of ram, when it jumps up around the 2gb consumption is when I noticed weird things happening such as NPC stop being voiced and game stutters sometimes etc.

    Edit: I will put it on low process priority and see what happens lol. (or how quick it crashes XD)
