It procs off critical single target damage. If those skills are single target skills (which they are), it should Proc when they crit, if not, its a bug and you should raise it as such.

There was some bugginess with bfb at release not registering on parse dummies as player applied damage. It wouldn't surprise me if this is related.

And.. to proc Caluurion, it needs to be a DIRECT crit damage. And Vampire Drain is a channel, so not a Direct damage ability (use skills that are buffed by Master At Arms, then you will proc it for sure.)

ESO doesn't seem to have any right rules for direct damage. The first tick off some dots is direct damage for example. Biting jabs is a channel and propped by master at arms, as another.
