Can't speak for whole nonPvP comunity (obviously), but as I see it, there just doesn't seem to be any room for casual players in ESO's PvP. PvP isn't something you can do an hour a day after dragging yourself home after work, tiered and looking for bit of entertainment to unwind. There is no easy mode for PvP. You're facing real people, who are largely higher level, have better gear and are mostly better players than you, if nothing else than by virtue of having been playing this game (and / or other MMOs) for years. It's like playing vet content all the time. You either get serious about it and invest enough time and dedication to get high tier gear, right meta build and gaming skill to swim with (killer) sharks, or you are going to have bad time. Or you can do what most of ESO population probably does - stay on PvE side of the map.

Like I mentioned, getting the right gear is not difficult for pvp, you can play pvp solo for couple hours right back from work, some fights you win, some you lose, if you keep going on you will get better.
Actually that's one of the reasons why I like it, I don't need to wait for 12 man group till everyone shows up, I can hop on everytime I want to by myself, if there are some friends online I join them, if not I go alone. Not a problem.
If you stick with it you will learn, ESO pvp combat system is best of all MMO's to me, it rewards timing and quick reaction, you can make different good builds and playstyles and be successful.
Yes you need to pay attention and get serious if you are fighting a good player or being outnumbered. Whats wrong with that? It's fun, because it's not easy, it's not boring, because everytime there are different opponents or groups to fight against under different circumstances. It's like a vet dungeon/arena with different difficulty and mechanics every time you play.
It's simple. Too much frustration...not enough fun.

I believe we actually agree here. One can most definitely get better at PvP by putting enough time and effort to it. Saddly, there's no "playing couple hours after work" for me. It's hour or less on most workdays, with weekends being little bit better. Add playing exhausted and combat rewarding timing and quick reactions becomes very un-fun. There's nothing wrong with PvP (or other more intense high end content), it just isn't for me (and people like me).

I just found so extrange why so few people pvp on this game. Been in 2 spanish guilds, both with like a 400 people in it, around 50 actives on peak hours, still im THE ONLY ONE who plays PVP. Mostly Bgs and IC becouse of that. The rest just go to Cyro to do the daylies and same at IC.
Is the same in other comunitties? Do you know any Pact faction active on PvP on EUPC?
