Lorebooks bugged in Cyrodiil?

Hello.
In the Keeps/Castle/fort or whatever you call them, there is supposed to be lorebooks on an altar of some sort. However when I go there, there's no lorebooks to be found. I tried 5 Keeps now and they are not showing up.
I tried reloading ui, tried turn of all addons and tried restart the game and they are still not showing up.
I know for a fact they are supposed to be there and I also know for a fact that I have not already taken them.
anyone else besides me that have this problem?

✭During the beta there where indeed lore books in the keeps. But I remember reading in some patch notes, that they will be removed from the keeps. Not sure if it were patch notes from beta or release, though..0 -

But how am I supposed to gather all lorebooks then if they are removed? As far as i know the cyrodiil books doesn't exist anywhere else.

✭Ah, I found it.Mages Guild books have been removed from keeps, and have been placed in other locations within Cyrodiil.

logging off, logging in and ALT+F4 works
you see the glowing light but not the useable thing, it a current issue other ppl stated that with ores, herbs and logs while keen eye passive skill highlight them.
i'm not a programmer but i bet it's kind of phase thing because certain npc's seems to suffer the same symbtom.0
