Friend's Account Suspended? No reason, and no confirmation on tickets.

Hey, My friend is having issues with his account being suspended. At first he did not know why, but he thinks he knows why now.
He did not get any email from ZOS about being suspended nor was any reason given. He only got an ESO+ membership cancelation E-mail. But he bought Greymoor and it did not apply to his account like it normally would and he got charged 2 times. So he had to resolve that issue through PayPal.
I have seen that this could result in a suspension on other forum posts. He tried the Account recovery tickets a couple times because some of the questions are really hard to answer. He switched emails at one point for safety and he played in beta so his account is really old. He doesn't know what city he played in first time. He has one ticket number which I will provide here: #:200619-011378 But he did not get any confirmation email that the ticket was received. So he doesn't know if it got send at all.
He realizes that corona has made the support team busy. But if anyone can take a look at it that would be great. He played off and on since 2014 but is definitely an avid fan of the game. It would be a waste if he could not play with us anymore. Thanks in advance.
