Did they fix stutter after kill?

I've left the game for 3 weeks, cause this stuttering after killing mobs drive me crazy. Did ZOS fix it?

✭I haven't seen it since Monday's patch and two of my charatcers were extremely plagued by it. So I guess it is safe to say that it is at least mostly fixed, there might be traces of it I simply haven't come a cross yet but I haven't had a whif of it.0
