Cannot see npc emeric to start storming the garrison

I cannot enter the garrison, and I understand i need a quest to do so. I am at the spot where the npc is supposed to spawn ot start the quest, but nothing is visible. I am at the sewer entrance on the sw side of the garrison. no npc visible. i am the correct level and there are no prerequesites.

In that type of situation I've found that relogging often triggers quest npcs to spawn

Solved. Turns out the bugged quest that requires you to get a key from a ship mate stops progress. Needed to go back, use persuade to keep the quest line advancing. I didn't want to waste points on persuade but it offered an alt path. Turns out that it prevented the entire 6 quest chain.

Did you get a quest from a crow? I went back and did the quest and after you talked to the queen outside that was the end of the chain for me and I still can not see the King where he's supposed to be. Duffy's guide says you get a quest from a strange crow only nothing happened and now I'm hopelessly stuck!!!!

yeah ignore the crow one. you don't need to do it. you end up killing the crow.

Same problem of BrandynPublic. After spoken with the Queen no Garrison quest appears.

Ensure all quests in the area are finished. Unfortunately, you don't know what you missed until you get stuck.
