I like it and I personally dislike that it isn't there for the entire event time.
I don't look at it as an ad and more as a reminder that there is an event happening; something that for a long time would just get swept under the rug as the crown store sales pop up more prominently.
As long as it DOES NOT become a space for crown store item and continues to serve only as a "Hey! Don't forget to do your X today!" reminder for the event then I feel it's a very good use of space that didn't matter before.
I really don't like it myself, especially since there's a smaller 'ad' thing in the bottom left corner you can't get rid of once you exit the main splash banner (if there is a way to get rid of it please let me know). I feel like the second one is more than enough to give people a heads-up that there's an event going on, and if people keep complaining about missing an event after that, at that point they really just aren't paying attention to what's on the screen, as it's very hard to miss that thing.

I don't like it, but it's ok if it's just there for events.
If they start putting it up there every day of the year, though, I would hate that. I like to take screenshots of the character screen sometimes to use as my desktop wallpaper, and that would mess me up.
I, uh, think it’s a good idea because there’s plenty of people out there who don’t read the forums/websites and have no idea that there’s an event going on. I think a small, if slightly jarring (at the most), change to my home screen is worth it if it lets more people know what’s going on.
I think it's a good idea. It's helpful to get info about events within the game and the character select screen notice is small enough that it's not really in the way and on a screen I only use briefly, but it means it's right there when I log in so I see it first and can use that to decide which character to log into.
I do think it should show the full duration of the event though, I got worried when I first logged in that the event had suddenly been changed to be 5 days only, and had to open up the website to get accurate info, which makes the in-game notification useless. I also think it should only show up during special events, otherwise it becomes another thing which is just always there and easy to miss, or at least not read in detail.
It's a lot better than the absurdly massive banner ad which came up when I first logged into a character. That was rediculous. It's a shame they waste so much space on the existing login reward pop-up for crown store adverts. If they didn't do that and kept it for actual notifications they could include things like this, but as it is I suspect most players never look at the login reward pop-up because it's always just showing random stuff from the crown store instead of actual news.

I think having an event timer somewhere in the game client when you log in is a good thing. Not everyone reads the news posts or forum and the announcement emails tend to go out a day or two after the event starts.
The timer should be accurate, though. It really makes it look like the event is over in 2 more days.
I really dislike it. It's an extra button push in a game already full of button pushing. Plus, I just want to see my characters. I stay informed of events at elderscrollsonline.com. I don't need it shoved in my face every time I log in. I wish they would make it so it disappears after I have logged in once already. (grumble grumble complain complain, expletive...)
I'm indifferent. I agree with other posts in that it's likely it was placed on the homescreen due to so many people complaining about not knowing when there's an event. Maybe it's only temporary. I could be misremembering, but wasn't there a timer if you hover over it? I don't recall that it matched the full duration of the event.
