The Army of Meridia Quest Bugged. Players cannot access VR content!!!

The step where you talk to the Groundskeeper near the Hollow City Chapel is broken and is blocking players from completing the main story and getting to VR content.
The NPC is not interact able at this time. We have tried abandoning the quest, relogging etc. and nothing fixes it. My group discovered this issue last night. Not sure how long it's been broken but a lot of players are stuck right now and cannot progress!

Kalagon✭I can talk to the groundskeeper but When I go inside the chapel to talk with the King, Nothing happens all the NPC's sit there and no one talks or is interactible0

This has been bugged since the first dag of early release. They continue to band aid it only to have it bug on the next part of the chain. Its a joke be cause every time they bring the servers down their little band aid slips off and the the groundskeeper has another stroke and forgets where she is and who she is. Spoiler its meridia
