Ditto. I had transformed earlier but was in human form when I strolled into Vulkhel Guard and was promptly jumped by NPCs.
Relogging seems to have stopped that but it will no doubt happen the next time I transform too.

No, it is a confirmed bug.I seem to be detected as a werewolf by yellow npcs when I am Not in werewolf form. Is this normal?

Basically, justice system does not "refresh" your status and considers you a Werewolf, even if you are in human form with no bounty. Even if you un-slot WW ulti it will still keep happening.
The only way to fix that is to change zone or re-log (logoff & login back).0
