As much as I want to agree with you so hard, from a business point of view, they probably have a budget for this. Im sure you know, but a business doesn't just have 1 big pool of money, and you focus all of it at one thing.
I might be wrong, but I don't think that video has anything to do with ZOS. Looks like a normal YouTube creator video to me.You would think that with all the performance problems, ZOS will spend money on better performance... You would think that with all the performance problems, ZOS will spend money on better performance. Cyrodiil has been unplayable for years now and the lag is spreading to other parts of the game too. Soon we will get more players with the stadia release, so performance will even get worse. It would make the most sense if money is spent on increased work force or increased server capacity.
Instead they spend money on a Youtube cooking show to bring in more players..

That is what I got when I translated part of the description. I'm going to guess this has no affiliation with ZoS nor the Elder Scrolls and would not be at all surprised when the powers that be see it if it isn't shut down for using the intro.

I'm genuinely curious how they chose the show. not that they chose this method of marketing, but why this particular show? usually marketing is targeted, and its done so for a reason. is Netherlands a market that specifically needed targeting?
