I would never put more than 72 points in Thaumarturge because you only get 2% out of the last 28 points. I would actually only put 51 or 56 points at max into this.
For Mighty your maximum should be 64 to hit the breaking point.

You're using older information, the set was nerfed on the pts. The numbers shown in your comment had the Aegis respawning before it even completed because it lasted 12s, but the CD was 10s. It was so strong it was beating out Relequen with the second set being Lokke. Now, it's about 30% weaker than Relequen, but it doesn't require build up, gives a bit of recovery and does aoe damage.
When comparing Relequen + Lokke VS Aegis Caller + Relequen seen here in a youtube video parse from Skinny Cheeks in Harrowstorm. He managed 88k vs 91k which is only a dps drop of about 3-4%. The set is very good, but it can be annoying when mobs walk out of the aoe.

wouldnt alternating with the bird maybe also make sense since its a spammable and has a stacking bleed as well?
stampede isnt a bleed and seems to count as direct damage as well since its pulsing like the dw cloak?

Merciless Charge has insane bleed 10k in 5 sec, that's 2k per sec and also the other effect it already does + 100% crit chance on the direct damage.
I think the build is good but maybe not the best and you have to apply alot of bleeds to make it strong, so you can't spam 2-3 abilities like other powerful builds, you actually have a few more to get the full weapon damage from bleeds etc.
Twin Slashes with Stinging Slashes does 4k+ instant damage, while Dyzzying Swing and Rapid Strikes do 2k+ damage and they have 0.8 and 0.6 cast time. The damage is so strong.
Though Cruel Flurry could be better for this build as it does this: (2 items) When you deal damage with Flurry, your any target-applied Damage over Time effect cast within 4 seconds gains 1690 Spell and Weapon Damage.
(Perfected) Grants up to 103 Weapon Damage.
So much weapon damage with the DoTs, but then you will have to use Rapid Strikes which has 0.6 cast time and also, you won't have time to do all the bleeds in 4 sec I think.
You will want to use Stampede every 5 sec to gain that 2k bleed per second.

why would you use hunter when you can use bird of prey? it's +10% damage while slotted on the front bar, 2% is from advanced species. and it's also major expedition. where as you have to attack an enemy from the flank to get hunter's benefit for only 5 seconds of minor berserk.

Merciless Charge makes it a bleed and it says additional bleed. What I know all physical dots are considered bleed, it doesn't have to say "bleed" on the tooltip for it to be a bleed. So as long as it is a physical dot it is considered a bleed.
