This is the problem with games now a days... they focus on fluff graphics... first game i played on the first pc i bought (tandy 1000 bought used from a lady who bought it from radio shack had an 8088 processor) was from the forgoten realms series for ad&d (pools of radiance, curse of the azure bonds, ravenloft to name a few). i had cga graphics but the story and the gameplay were excellent... fastforward 30 years and even the games under the ad&d titles are trash compared to those early ones... oh yeah the graphics are fantastic and wow everyone but theres little else.
On the other hand, every game that comes out that isn't Super Shiny tends to get piles of hyperbole-laden "what is this 1990's crap, it looks like Playstation 2 graphics, why isn't it using <list of latest DX14/$2k GPU features>, lazy devs!" posts. /eyeroll
Blackreach is another joke compared to Skyrim.

For all I know, they might have said it when Morrowind came out, but I didn't get ESO until after Morrowind had been out for a little while, so I don't know.
But I do remember that when Summerset came out there were people asking whether the size of the map justified calling it a chapter instead of a DLC.
I don't remember as much of that kind of griping when Elsweyr came out, but it may have been because people were excited about dragons and Necromancers-- although there was griping from some people about those things (it's been done before, or it's pay-to-win), just not so much in terms of whether it was "big enough" to be called a chapter.
So this kind of debate isn't really anything new; it seems to come up again with each new chapter.
I'm not going to try to defend-- or attack-- the whole "chapter" concept, but aside from the fact that the newest chapter can't be purchased with Crowns in the Crown Store like old chapters and regular DLCs, I like the way each new chapter adds a new part to the overall story arc of the game, with the subsequent zone DLC (usually) continuing that story arc. Summerset and Murkmire were pretty much the only exception; even Morrowind and Clockwork City, which were released before the current "year-long story arc" concept was embraced, were somewhat connected to each other, if not to quite the same extent as Elsweyr and Southern Elsweyr, or Greymoor and whatever the upcoming zone DLC will be called.

Chapter is just too raw to be released. Harrowstorms are bugged, loot from them is not worth it, and wayshrines are not conveniently placed, do doing storm daily becomes an annoyance, that can last up to several hours. Delves have bugged enemies, that lack health bars, so players cannot hit them. Quests have difference between what is heard, and what is written in dialogue. No female Scion version, only male, overall vampire rework is lackluster, and all feedback was ignored. Mythic antiquities are bugged, some antiquities are even missing from drop lists. Many containers that should be lootable ( cupboards, desks, trunks) are not lootable, and furnishing plans and new paintings are nonexistent. Like 85k for basket furnishing plan, or 700k for a painting on pc eu after a week.

I am sad for people who didn't play Skyrim prior to this and missed that absolutely magical moment where you open the door to Blackreach for the first time. You're coming out of a relatively typical Dwemer ruin and then this spectacular, shimmering world opens up in front of you and it's just a really unforgettable experience. The vampire rework is utter trash and a shell of what it could of been.
Some quests aren't properly voice synced and are lacking voice acting all together.
The quality just really isn't there this expansion tbh.
Also from what I've heard the main story is pretty meh.
I wouldn't blame Greymoor chapter itself for the sound issues; I believe that is more patch related because there have been issues outside of Western Skyrim. Last night in vSS, Lokkestiiz continued to roar like he was doing breath even when the fight had not been started. Audible dialogue has been dropping out in the middle of a conversation, etc. Whether you get the chapter or not, you'll probably be encountering these issues.

And I spent about 8 hours stealing and got a whopping three new green furnishing plans! And zero theft/looting furnishing items, where there were many available in Elsweyr. Drop rate for new stuff is by far the worst I've ever seen in all my years playing.

In my experience, some people like to complain no matter how good something is (that is, they tend to look for faults), while other people dislike complaining no matter how bad something is (that is, they tend to overlook faults).
Note that I'm speaking in general, such as when they go out to eat at a restaurant, or watch a movie, or do anything-- including playing a computer game. It's all about attitude and how different people tend to adopt either a positive or a negative attitude when reacting to the same things.
Mind you, I'm not suggesting that one attitude is better or more correct than the other; I'm just saying YMMV.
