connection issues with one ISP, but all good on another

it happened after greymoor
same on EU or NA - on one ISP i hardly can login, and even if i can - disconnecting very fast
below is comparsion of tracert for both ISP
both have not grey ip thats all i know
how to test futher, idk if issue limited to ESO, need more tests
