Not everyone uses all their character slots, so for those of us maxed at 18, the unused slots by players (which they could hypothetically max out slots and choose not to), could at least be considered part of the potential server load as if everyone maxed their slots. In other words, there is room for more character slots to be made available for those that would be willing to buy them.

That's a very unreasonable assumption. 18 characters per server is a lot.

I have played several mmos, I came from wow to eso, in wow the limit is 50 characters per realm. I played swotor where it was at the time 54 per server, I have played GW 2, where the character limit is 71. In addition in swotor and gw2 you have to pay for some character slots just like in eso. So no to me having more than 18 is not unreasonable at all.
Their reasoning for adding character slots in previous chapters was usually because they added a new class.
Don't know about Summerset.
I want 6 for each class, 36 total and no I should not have to get a second account just to be able to play all the combinations I want to play.
1 PVE Stamina
2 PVE Magic
3 PVE Healer
4 PVE Tank
5 PVP stamina
6 PVP Magic
Personally, I sometimes get a craving for a new type of character I'd like to build. Would love to see atleast a total of 50 character slots per account.
For now I only have 16 character slots in use, due to there being only 18 character slots. If they ever release a new class, I do not want to have to delete a character. This is why I stayed at 16 for now. Characters in ESO are very unique: recipe's, motifs, quest progress, character building(looks), character progress(stats/CP/skills), crafting progress(including research), riding progress, etc. Which makes deleting a character feel like a progress killer to me.
PS: My craving right now is to make a full-on vampire character. As the changes to vampire seem terrible, but I want to try it. Not sure yet if I will sacrifice a character slot for it.
PPS: I am actually planning to play them all, atleast through all overland content... but there is only 24 hours in one day.
Hehe, my mind doesn't work like that... my mind wants to go for 100% progression. Which is why taking my characters through overland content is so damn slow, I 100% the zones. Same with crafting, I want them all to have everything maxed. As a certified altaholic, I have learned that it's best, where crafting is a thing, to focus one character on each profession. That way, if something comes up and I do feel like one of them has to go, I have an assortment of characters that were simply "feeding" the crafters to choose from. At this point, however, I'm only to 8 characters, although I could buy another slot now if I wanted one. I just don't know what it is I'd make, and I have an unhealthy range of NBs right now, despite all the forum hoopla about how bad they are.

After creating a new character on both servers-- purely for the sake of being able to get the Snowmelt Suite for free-- I've still got 1 free slot on PC NA, and 2 free slots on PC EU.
I can't imagine needing more than 9 slots, because as it is I play on only 1 of my PC EU characters-- and although I do play on all 7 of my pre-Greymoor PC NA characters, it's only to do daily crafting writs on them.

As someone who plays around 40 characters as equal individuals playing through the game over time as there's no urgency to get them all to level 50, it blows my mind that people have characters that they only do daily crafting writs on. That sounds more like a daily chore than an entertaining hobby! Still, we're all different.
