Im already at 18/18 waiting for the chapter to drop so I can start a new character.
Is it to force us to try and buy the game twice?
Of the current mmos, why is ESO so bad at having character slots!

That's a very unreasonable assumption. 18 characters per server is a lot.
Just curious - What number would you be satisfied with?
I guess they think 3 per class is enough

Then zos needs to rethink that stance.
In ESO there are many different builds you can have. Disregarding min maxing, lets say you go with only a Templar.
That Templar you may have a stamina, magicka, health, or mixed build. That's 4 slots so far.
Further in each of those 4 slots, magicka for example you can further build out a dps, tank or healer.
So we have a Magicka Templar, who is a dps, tank or healer. An additional 2 slots there for Templar build.
Next we have 6 weapons. That same Magicka Templar may have two weapon sets. So at minimum lets say we have the same Magicka Templar, who has is a pure mage (destro and resto staff), battle mage (two handed and S&B), a Mage Archer (bow and dual wield). These count as only 2 additional slots as well.
Next we can further build this same Magicka Templar using gear, light, heavy or medium. However lets ignore this as it can be argued that the classes above are dependent on the type of gear yo build as well as the weapon. Similarly lets ignore race as well, even tho many people like to have 1 class as multiple different races.
So we have for a Magicka Templar alone a total of 8 character slots minimum. There are 6 classes in eso (ignoring werewolf and vampires as possible classes), 6 x 8 = 48 character slots minimum.
As a player I would thus like a minimum of 48 character slots minimum, even if we have to buy the additional slots.
