I'm not usually the kind of person to complain, and trust me, I understand that issues could and will always happen with a game like this.
But as a customer that paid for the expansion and pay ESO Plus monthly, having all this downtime is a problem. Is 7pm here in the UK and I haven't been able to play the whole day and probably won't be able to play today. I'm not getting any sort of compensation for my wasted subscription or for all the wasted time in loading character info.
This sucks, really. Rant over.
Can't demand compensation after knowingly paying for a broken product.
And at this point issues are to be expected and everyone who still keeps throwing money at this game is to blame. It really is your own fault.
Dude I'm paying for the Sub same as you yet I don't play all the time, not even every day. Sometimes I'll even go a week without. Regardless of what the cause is behind me not playing, I dont view my sub payments as wasted. If you feel like yours are, then stop taking the risk and just stop subscribing.

Every member of the team is working from home, perhaps caring for loved ones with Covid, perhaps feeling a tad off-colour themselves, but in any event trying to do remotely what is normally done as part of a team working together. They're doing their best in difficult circumstances to keep things going, and have managed to deliver a new Chapter only a few days behind schedule. If you think they should be thoroughly ashamed of themselves because you haven't been able to play for a few hours then fine, that's your prerogative. Personally I'd be thoroughly ashamed of myself if I felt that way.
