That's one thing.
PC/NA runs smoother and better than PC/EU (higher population density, and perhaps less care from ZOS - at least, so say some).
However, it feels strange that you don't feel any performance issues in Cyrodiil, because anyone, good or bad, critical or not, will feel issues there (whether they consider them game-breaking or fun-breaking or not is another thing). It is said that most performance issues are caused by CP calculations. Many high-end PvP guilds play on non-CP campaigns for that reason : those campaigns run amazingly smoothly.
I believe this is the reason why you don't feel the issues : those issues are greatly exaggerated on forums, but they're there, and if you don't feel them, it's either because you play on no-CP campaigns, or because you have no CP yet yourself. Or both.
Glad you enjoy the game. That's the whole point :-)
It's mostly because you have not been to endcontent, yet. Questing works flawlessly and most people that spend money on TESO are probably questers which is the reason that many old players are afraid that ZoS is only catering new players who don't expect more from TESO than questing (solo).
Go to dungeons, trials or cyrodiil during primetime (especially at t he weekend) and you see for yourself.

Ultimately I am asking because I've been browsing the forums quite a bit the past few days, and sadly it makes me not want to subscribe, yet alone continue playing due to the fact that the developers does not care about PVP and its performance. Is all of this really true? or are you all just fake news :P.

No, PC NA DOES NOT perform well. Not unless your version of well is rubberbanding, roll backs, desyncs, skills not working, bars not swapping, stuck in combat, and health bar desync is "performs pretty well".
The people saying things are working well either don't play end game content or have some other motive for not reporting the situation accurately.
It would be pretty repetitive to do "endgame" content daily. No thanks.

Why would anyone run the same overland quests repeatedly? Isn't getting to end game content the objective? ....are we on different planets?

Pro tip: The devs aren't going to suddenly stop working on any issues that they are working on, just because I say that on the forums. In fact, it may actually help them if they look for feedback like system specs, ISP, addons used or not used, it's not like 3rd party software is always innocent of interfering with game performance, isn't there a thread right now about one that's doing exactly that by how it went about removing other player's pets from the game? Correlation =/= Causation, but all factors should, and need to be considered.

Except OP was dismissing, condescending as hell and told us all that it was fake news because they weren't affected. And playing this game on a good connection with a top notch PC and no addons are by no means a guarantee for not being hit by massive lag, desync and skills not firing.
And information have been posted for the devs ad nauseam over the years with... well we know how much result that's given us. Or maybe you'll argue that performance would be even worse without it?

Strict moderators aside, I think they're pretty reasonable in my experience. Every support experience I've had has been really positive.

The fact that ZOS run an official forum places them well above those game developers who don't bother and who just rely on Reddit and social media to communicate and inform.
