Of course! This was happening the last time I tried playing about a week ago. Was running world bosses and public dungeons with a friend on PC/NA, nothing crazy. Still, had terrible issues with quick slots, as well as jump, dodge, block, summon mount, most skills and ultimates consistently failing to register. Usually it's just one or two of these things I'll have problems with at any given time but this was above and beyond the usual garbage.
